I'm looking for the name of an organization that helps immigrants find jobs in their professions.?

It's located in California. I think I read about it in the WSJ, but I can't find the article. They help immigrants gain the skills, contacts, certifications necessary to get jobs in their original professions. For example, if someone was an engineer in Russia, that person would, too often, drive a cab in the US. These people help them get engineering jobs in the US. Thanks so much! This is really important to me.
