Identification usually is hard to determine the immediate identity of a person , is it a technology problem?

Identification does not mean only to identify a criminal or an assassin, it also means being sure of the true person ,as said in his card /e-mail /club or even who is the owner of a house out of two or more with forgered names and titles.
